In order to facilitate the trans portation of silver within the coun- try and to prevent muggling abroad, the Finance Minister, Dr. H. A. Kung, has announced the following measures governing per- mits for transportation.

1-Applications for permits from banks and commercial firms in Shanghai or the capital should be addressed to the Fin- ance Ministry.

2.-Permits for other parts of the country will be issued by the local Superintendent of Customs, who will submit reports to the; Ministry regarding the destina- tions and amount of silver every 10 days. Permits, after serving their purpose, should be drawn and forwarded to the Min-' istry for cancellation.
