In the House of Commons, yes- terday, the Chancellor of the Ex- chequer, Mr. Neville Chamberlain, announced that Great Britain will shortly establish an Anglo-German clearing office in view of the Ger- man moratorium.

He stated that the British. Ambassador to Berlin, Sir Eric Phipps. had informed the Ger-" man Government of Britain's in- tention thereon, but that "We would be prepared to refrain from exercising these powers if! a satisfactory agreement ensur- ing fair treatment for British bondholders can be negotiated."

DETAILS CONSIDERED Detailed arrangements and the particular bonds to which it will refer will be worked put as soon as possible and, of course, is de pendable on the outcome of the negotiations with Germany, Mr. Chamberlain said.

He declared that Germany had been notified of the British Gov- ernment's intention to propose early legislation. establishing a clearing house unless a satisfac- tory agreement gives fair treat- ment to British commerce as well as bondholders.

Mr. Chamberlain told ques- tioners that imports between Germany and the Dominions will not be involved in the proposed legislation.

An important diplomatic agreement has been reached between the Italian Premier, Signor Benito Mussolini, and the German Chancellor, Herr Adolf Hitler, based on four points.

Firstly, an agreement of a xeneral character, in- cluding frequent personal contacts and correspondence be- tween the two statesmien.

Secondly, recognition. Germany will not give coun- tenance. to terrorist activities.

Thirdly, the independence of Austria, but without a guarantee by either party. An expression of Germany's willingness to return to the League of Nations provided her full rights for parity in armaments are recognised.

Fourthly, identity of views on the understanding of - stimulating trade in the Danubian countries.
