Water Supply Problem Raised.
MR. KWOK'S SUBMISSION
A meeting of the members of the Hong Kong and Kowloon Property Owners Association was held on yesterday at 2.80 | [p.m.
In the absence of the Hon. Mr. T. N. Chau who expressed regret at his inability to be present, Mr. Li Hoi-tung. Hon. Secretary, took the chair.
The Chairman announced that the object of the meeting was to consider the proposal brought forward by Mr. P. E. Kwok, and called on Mr. Kwok to address; the meeting.
Mr. Kwok said that the object; of Government in, introducing what has been described as uni- versal meterage, was to prevent waste. This object has not been realised as landlords are still
held responsible for water ac- counts. There is no control over actual consumers, who in the large percentage of cases are not responsible for paying water ac- counts, and whose liability at the utmost is limited to $2.00 per floor per month, which is paid to the landlord.
