WASHINGTON, TO-DAY. PRESIDENT ROOSEVELT'S MESSAGE TO CONGRESS ASSERTS THAT THE NATION IS DEFINITELY IN THE PRO CESS OF RECOVERY, HIS MESSAGE, COUCHED IN GEN- ERAL TERMS, CONSTITUTED AN APPEAL FOR REAL SOCIAL AND ECONOMIC REFORM RATHER THAN RE COVERY IN TERMS OF OLDER VALUES.
The pithiest comment was made by the Republican leader. Mr. Me- Nary, who said, "It is the finest re- peal of the Constitution that I have ever heard."
He strongly. championed the farmers, declaring that indus- trial prosperity was impossible without the restoration of agri-the omissions rather than by the cultural purchasing power.
He declared that the United States was unable to par- ticipated in the European political arrangements, but would be glad to co-operate, at any time, on a practicable basis. America was looking to an immediate lowering ́of tartif baṛriers.
