While Secretary of State Cordell Hull and President Roosevelt's Ambassador-at-Large, Norman Davis, are making gallant efforts to save the Geneva Disarmament Conference from complete collapsa, brought about by the sensational withdrawal of Germany, activities in the War Department Indiente readiness to press the $110,000,000 arms program for the U. S. in the event the Geneva parley crashes. The program, already in the hands of the President, calls for an expenditure of $40,000,000 for airplanes, $85,000,000 for motorization of the army, and $85,000,000 for mechanization, including building of armored cara and up-to-date tanks. This new force of planes and tanks would make the U. S. one of the world's foremost military powers.
