For the second time in nine days, the Colony has escaped from typhoons which have formed with great rapidity in the vicinity of Hong Kong. The storm which threatened the Colony this morning was even more sudden than the one

that caused a blow here on Septem- ber 11, for while the first signal was hoisted last night, the centre of the typhoon passed close to the south of the Colony at 10.30 a.m. to-day.

The first warning of the typhoon was received yesterday afternoon,, when reports from ships indicat- ed a weak cyclonic circulation. The weather station at the Prata Islands was accordingly asked to report hourly if the barometer showed any "tendency to fall," Tram Service Suspended:

With the exception of a few tugs and the a.. Kau Sing, the harbour! was deserted till about 12.30, when a few junks were seen leaving the typhoon anchorage at Causeway Buy.

The wharver at Connaught Road were deserted, while the Hong Kong | and Kowloon Godown Company's wharves were void of any ocean-go- ing vessels, the majority of which were anchored in Kowloon Bay.

New Eight-Day Service To Rangoon

The Hague, To-day. The Dutch Government's in- tention to maintain the gold standard is re-affirmed by the Budget, which shows an es timated deficit of 267,000,- 000 guilders.

The deficit will be met by the renewal of temporary tax ation and an increase in duties. The

new measures, which will bring in 106,500,000 guilders, will include a sales tax, a coupon tax and a crisis income-tax tax also an in- of duty on tobacco crease and coffee.

Eighty-four million guilders will be saved by the new ia- lary cuts for Government em ployees and cuts in Educa- tion, Defence and Public Works expenditure.-Reuter.
