THE PLAIN, smart suit, always with us, this year la a univerzal fashion--a change from the customary spring coat and frock. The suit shown in today's drawing le very attractive-real tailor made, but with new and very smart softening touches. Use of various waistlines, high, medium and low, is an entirely new note: The material is the classic navy blue serge, ideal for the tailored sult. The long, rolling revers and the elever double-breasted fastening are. well managed details. With the sult is worn the blouse shown in che sketch, of striped black and green shirting silk. It has the popu lar loose scarf-collar and the short sleeve, which still obtains in the majority of casual blouses.
