149. Kwun Tong. Development of lots sold in previous years proceeded rapidly during the year. Two lots were re-entered for non-fulfilment of the building covenant and steps have been taken to enforce development of other lots where non-fulfilment of the building covenants appears likely.

151. The Summary Offences (Licences & Fees) Regulations, 1959 were enacted during the year and established a new scale of fees for temporary occupation of Crown land which came into effect on the 1st September, 1959. In order to put the new scale into operation, old permits have been cancelled on their termination and a new form of permit issued. Apart from these re-issues few entirely new permits were issued and most of these are for public utilities, intakes, pipelines, and other minor encroachments.
