A compromise has been reached in Japan between shipowners and of seamen over the unemployment re-for lief allowances in connexion with the new Government subsidy acheme for the improvement of shipping standards. The Government scheme, which aims at the breaking up of 400,000 tons of old vossole and the build- ing of 200,000 tons, will put 4,000) seamen out of work, though this number will be reduced to 2,000 as the building of new vessels pro- ceeds. Shipowners will receive a State subsidy of V.11,000,000 under the encouragement scheme, and are called on to give a share to resmen. Shipowners frst offered ab lowances of Y.200,000 to Y.800,000 Swatow, Amoy and Foochow but the

seamen demanded Haiphong

1,000,000. At a joint conference Shanghai and Japan

the shipowners offered Y.2.50 per Shanghai, Japan, Canada, U. S. A., ton or $500,000 for 200,000 tona, and this was accepted.

The above consolation allowances will be handed to the Mariners' Association and the Seamen's Union for distribution at their own discretion. The Shipowners' As- sociation will suspond the training of new seamen for one year, so as to protect those men out of work.
