A Difficulty.
At the present time very serious. misgivings are being expressed in tbe many quarters concerning practice of a number of the poorer tramp.shipowners-who have been very hard hit by the slump-of running their tonnage without insurance.
It is certainly a big temptation nowadays, for insurance is likely to be very expensive, and many of i the owners are at least on the brink of Insolvency anyhow; but it la a very different matter from a big company forming a regular insurance fund which pro. vides cover for its own fleet.
The excuse, of course, is that It is the owners
business Own fontirely, and that if he chooses to rish his property he can do so with- out anybody else interfering, but unfortunately there is a larger side to it than that.
In the event of a collision with one of these uninsured ships an owner is liable to find himself absolutely without redress, ship- pers run considerable risks with regard to general average on their cargo, and in the event of disaster there may be many widows and orphans without the least chance of compensation for the loss of the bread-winner.
Insurance has been made com- pulsory for motor cars on landi with a particular view to the third party risk, and although it might be neither right nor practicable to interfere with a shipowner's den)- ing with his own property, it would certainly seem logical to demand Home assurance of third party liability of every ship which saila the high seas and is of a character which may cause loss to others.
