"A British exporter, in order to secure a sale of his goods," it is stated, "must now not only ascertain the solvency of the con- signee most important point in Latvia nowadays-but also ascer tain whether that consignee has: secured a licence for the importa- tion of the goods ordered and a per- mit to pay for them when receiv ed."
