Owner's Explanation.
Squadron-Leader S. C., Winfeld- Smith, the owner of the yacht Strathspey, which is detained at Zeebrugge on the allegation that she had on board about 4,000 gal- lons of undeclared alcohol, has been questioned at great length by the chief of the Inquiry Depart ment of the Ministry of Finance. The questions chiefly related to the destination of the alcohol.
With Squadron-Leader Winfield- Smith were a lawyer who had come

BRITISH INDIA-APCAR SAILINGS.
Journalist who was on board the yacht when she was searched. The owner stated that the breach of the Belgian law regarding the declara- tion of acohol was due to the ill- ness of the captain. As to the de- stination of the cargo, he gave no deñnite reply.
It was considered, however, that his explanations were sincere, and there was no intention to land cargo fraudulently in Belgium.
STEAMERS' MOVEMENTS.
The R.M.S. Empress of Russia arrived at Shanghai on September 26 (Mon.) at 10 am left Shang- hai yesterday at 6 am, and is due at Hong Kong to-morrow at 10 a.m. She leaves for Manila to morrow at 6 pm
The E. & A. s.8. Nankin left Moj for this port on Sunday, Sep- tember 25, and is due here to marrow at about noon.
The B.I. 8.8. Sirdhana leaves Amoy for this port to-day, and is due here to-morrow.
