LORD LYTTON

KEEPS SILENT- ON FORECAST

Warns of Dangers In Manchuria.

SERIOUS SITUATION.

Bombay, To-day. "Intelligent anticipation" was how Lord Lytton, Head of the Lytton Commission summed up the forecasts of "his report on his arrival here, en route to Europe. Apart from that he refused to make any comment, but said that he hoped the re- port would be acceptable and from a basis of per manent settlement. He des- cribed the condition of Man-

churia as most serious, and said that it was the most difficult place, since the Chinese population of 13, 000,000 were under the con- trol of 200,000 Japanese. *

He added thai fi was, of course, open to Japan, to take the country by force, which would mean no peace for the rest of the world. Reuter,

The note describes Japan's ac- tion in Manchuria as an attempt to establish a virtual protector- ate over that part of China's ter- ritory. It says Japan has at tempted to deceive the world by advancing the ridiculous argu- ment that the so-called Manchu- kuo was brought into existence by Chinese citizens who desired to secede from the Chinese Re- public. Undeniable facts show the bogus Government of Man- churia is a product of Japanese military aggression, pure and simple.
