Information has been received from the Japanese "Post Office that the Siberian malls held up by floods in Manchuria have nowW been diverted from the Chinese Eastern Railway and forwarded by The Harbour Office reports, for

the Northern Route to Vladivostock. They will arrive in Kobe-on the 24 hours ended 9 a.m. yester

Caused By Negligence.

Singapore, August 10, The suspension for a year of the certificate of Captain Michael Driscoll, master. of the Cardiff steamer, Ocklinge, was ordered at the Board of Trade inquiry into the vessel's loss.

Judgment was delivered that the stranding and subseqüent total loss of the Ocklinge, off, the Cornish coast, last March, was due to the "grossly negligent naviga- tion of the master."

In its findings the court said that Capt. Driscoll's explanation was
