"Just Came Of.” Lance-Sergeant Morris, of the Water Police, stated in evidence that on April 2 be was on duty in the harbour on No. 6 Police launch, when he stopped the Fook Wo and] boarded her. On examination, he] found that the anfety valve on the starboard side was not locked. The pin was broken and the padlock not where it should be. The broken pin was thrown aside. On the port side, the padlock was in place but not locked. The pin for controlling pressure had been re- moved completely. In the box was a spanner. Witness called up the engineer and questioned him as to how the pin on the starboard side had been broken and he said 'that it "just came off,” He made no statement with regard to the port {side, but placing the padlock in ita place, re-locked it. Witness then examined the Marine Surveyor's certificate and found that the pres ure on the valves should be 125 pounds. He next looked at the valve gauge and found that the pressure was about 120 pounds.

On reading these accounts several things occurred to me. Firstly, that to a sailor the des- cription of the incident conveyed nothing. It was impossible to tell exactly what had happened; ] the words simply did not con- jure up the scene. Secondly, the language and terms used were those of the veriest landlubbers. In one paper the master of the ehip is quoted. All that need be said is that either his remarks were pure invention or. the re- porter put them into his own lan- guage. No sailor ever said what the master fa alleged to have said, or if he did he used other words.
