Mukden, January 9. At least 100,000 Japanese troops working steadily for a year will be necessary to clear Manchuria of bandits. This is the considered opinion of foreign military attaches who have spent several weeks of close observation in all parts of the region.

It is improbable that the Japanese Government will send any such number of troops. so that if this estimate is correct there will still remain a considerable amount of banditry in Manchuria.

'The bandit problem has become most serious in Manchuria during the last year. The unwieldly armles maintained by Chinese warlords were seldom used against bandits. They declare that the most seasoned troops in the world cannot stand up long under the strain to which these troops have been submitted. Only by frequent re placements, they declare, can the Japanese hope to hold their own in Manchuria.

Hardly a day has passed since the first of October without a battle somewhere. Sometimes there are no casualties in these fights on the Japanese side, but they require forced marches, long nights on guard, and hardships in the field.
