At a meeting of the Finance Committee of the Legislative Council this afternoon Supplementary expenditure for 1931, total- ling $1,303,380, will be considered.
The chief items are civil pensions, $200,000; Police pensions, $68,000; widows' and orphan's pensions, $20,000; transport of Gov-
ernment Officers, $50,000; purchase of raw opium, $157,772; and personal emoluments, $499,100,

The memoranda explaining the principal items states, in part:
