Grave Developments Foreshadowed.
CHINA AND JAPAN.
Tokyo, Yesterday. The gravest developments are foreshadowed unless the Chin- ese troopa at Chinchow are withdrawn southward of the Great Wall. The presence of these troops, it in stated, serves no useful purpose, but on the contrary constitutes a serious threat to Mukden and the S.M.R.
It is asserted that if a clash occurs and Chinese forces are defeated Japanese troops may have to be rushed to North China to prevent the retreating soldiery from overwhelming the Japanese detachment at Shan- haikuan.

Official circles are declared to feel growing concern over the situation and apprehension is stated to have been increased by the report that Chiang Kai-shek is proceeding to the North, as "it j is feared this may necessitate reinforcing the Japanese garri. sans at Peking, Tientain and Shanhaikuan."
Fight in Progress,
Mukden, Yesterday. Fighting between the Japan- ese and Chinese started at nine o'clock this morning, between Chuliulio and Hsinmintun, and is still proceeding.
Awaiting Instructions.
Paris, Yesterday, The Council meeting, which as- sembled to consider the draft re- solution relating to the appoint- ment of a Commission of enquiry in Manchuria, adjourned 12.25, pending receipt of in- structions from Tokyo and from Nanking.

Explains His Visit to Japan.
SECESSION FROM CANTON.
Mr. Eugene Chen, Minister for Foreign Affairs of thei National Government in Canton, has authorised the publication of a report on his visit to Japan, in! the course of which he says:--|
"I went to Japan to secure In- formation from Baron Shidehara regarding the real aim and policy of his Government vis-a- vis China, especially about Mau- churia. The National Govern- ment desired this information in order to decide whether the time) had come for the adoption of the policy which Dr. Sun, with the foresight and vision of a great civilised mind, had pointed out ns the way of peace and strength to his country. I had no in- struction or authority to enter into any sort of negotiation with Baron Shideliara or any other Japanese, nor did I attempt inj fact to enter into any negotia- tion with any one in Japan re- garding Manchuris or any other matter. All the reports, there-. fore, alleging that I visited Japan. for some dark purpose-to make. a deal in arms or beg for Japan-: ese gold or sell Manchuria and so forth are entirely false.”
Following the political bomb-shell in the form of a set of resolutions against the Nanking regime adopt-i cd by a major number of delegates to the Kuomintang National Con- gress, of Canton, Messra. Sun Fo, Engene Chen and Li Wan Fan (civil leaders of the Canton National Gov- ernment) quietly left Canton for Hong Kong by the sh. Kinshan on | Monday, apparently dissatisfied with the resolutions which, they re- gard, will only tend to aggravate the Internal situation.
About a hundred delegates to the Kuomintang National Congress, who are opposed to the adopting of} a series of resolutions against the decisions of the Shanghal peace discussions, left Canton for Hong Kong yesterday in support of Messrs. Eugene Chen and Sun Fo,
