Rome, Oct. 6. In a speech here to-day Vis- count Cecil said:-
"The best thing that can hap- pen would be to extend to all nations the prohibition of all military types of armaments — aircraft, submarines, warships over 10.000 tons, large guns, and tanks which by the Treaty of Versailles is forbidden to Ger many. If this proves impossible we might at least abolish mili- tary aircraft and submarines.
"Clearly you cannot have in Europe two different regimes of armaments applied to, different countries as a permanent ar- rangement.

Mr. Benson (Soc., Chesterfield) asked the Home Secretary in the House, last month whether he was prepared to consider the substitu- tion, in cases of wrongful convic-! tion, for the phrase "free pardon" of some form of words more in con- sonance with the facts and less liable to misconstruction.
Sir Herbert Samuel: The only power the Home Secretary has in any such connection is to recom- mend the exercise of the prerogative by way of free pardon. The name: free pardon has the sanction of longi usage, and it would be very difficult to find a better name that would cover all the classes of cases in which the prerogative is exercised in this way.
