Instructions had been sent to Lord Cecil yesterday to thei effect that he could agree to the! Lord Cecil's action would ne cessarily be governed to a great extent by the views and propo- The sals of other delegates. British Government were in cor- dial sympathy with the motives that had prompted the sugges- tion of the Italian delegation.
