EUGENE CHEN'S PLAN FOR CHINA.
Foreign Minister on the Canton Revolt.
EXTRALITY MUST GO.
An epic plan for the regeneration of China so that she may take a place of equality beside the great civilised nations of the world, was outlined by Mr. Eugene Chen, the Foreign Minister to the new Gov- a special crnment at Canton, in Liberal leaders immediately. Interview. which he granted to a held a Round Table Conference representative of the China Mail on with the Cabinet Ministers, and Saturday. it was subsequently announced that "some progress had been made."Renter.
Press Optimistic.
Rugby, Saturday, Yesterday's conference between Ministers and Liberal Cabinet leaders, has according to the Daily Herald, eased the crials. Some pro- gress towards an agreement was made, and it is hoped that as a re- sult of further consultations a basis of amendment will be reached on Monday.
During the interview, which last- ed for two hours, Mr. Chen explain. ed the fundamental principle under- lying the Southern revolt against Chiang Kai-shek, and stressed the desire of his Government for the peaceful unification of China and its development from the slough of mediaeval instability to the status of a thoroughly modern, civilised Power:
The points raised and dealt with by Mr. Chen included the abolition The belief that a way out, of the of extraterritoriality; the aim of the Kuomintang, the attitude of China) difficulty will be found persists gen towards the foreigner and his crally in Labour quarters. It le shared by the Daily Mail, Daily possessions (including the New News and. Daily Telegraph. The Territories), and the reason of the Daily News, however, says the posi-revolt against Chiang Kai-shek. tion is still extremely delicate.
The Daily Express makes light of the difficulties, which it believes will be stated by the Liberals in re- drafting their amendment in accept- able terms; and the Morning Post aleo anticipates that an escape will be found in this way from the crisis, which it says has now been reduced to mere misunderstanding at yesterday's talk, which ended in on a reasonable failure to agree alternative form of words for the amendment. It is possible that a final decision will not be taken on Tuesday, when the disputed clause is due for consideration in the House of Commons, and that a few more days may be gained in which a formula.
The Manchester Guardian sees no
