One of the most import- ant happenings in the history of Rugby football occurred Cape Town, when the South Afri can Rugby Union decided to fall into line with the Tour home unlons regarding the rules gov- erning International matches,

The necessity for unanimity in the Rugby code of lawa was re- cently accepted by New Zealand, so that now the whole of the Em- pire Unions will meet in the fu- ture on a common basis, and with- out those irritating discussions as to how the game shall be played. To those who have been work- tnx for years

animity the decision of the South African Union is welcome indeed. The only regrettable fact is that it did not come during the life-

time of the late Sir Rowland Hill, for there has been

Why Agreement Was Delayed.

There is little doubt that such an agreement would have been ar- rived at much sooner had it not been for one small section of the International Board.

For some extraordinary reason the Unions of New Zealand, South Africa, and New South Wales

regarded by were

these peculiar people as being composed of men who were desirous of Introducing innovations into the game which were contrary to accepted prin- ciples.

Time and again prominent men connected with the New Zealand and South African Unions have nssured us that there was never any idea in their minds of Airt- ing with pseudo-amateurism; that they were equally concerned with us in preserving the purity of the aport; but it was all to no avail. "Rugger" men in the Dominions were "suspect" in the minds of these people, and the position ap peared hopeless.
