I counted more than 100 finished pay windows on the ground level, and experts were laying the miles of enbles which will work the great indicators of the "Tote." Hundreds

upper floors. which, when finished, will contain dining halls, kitchens, and linen rooms,

CADETS.
Field-Marshal Viscount Allenby, the President of the British Na- tional Cadet Association, discussed with me, writes the Morning Post Military correspondent, the efforts made to keep alive the National Cadet organisation and the success which has so far attended them.
"The withdrawal by the Govern

"The excuse offered by the Gov. ernment for refusing any longer to recognise the Cadet organisation is that it is militarist, but those who know the Cadets best disagree with the Government оп that point Militarism was at no time regard ed as ita function, and the re- cògnition given it by the War Office was never intended to make it militarist organisation.
