CHINA'S COMPETITION:
London. Yesterday.
The conclusions of the Cotton Mission read uncommonly like the findings of a coroner's jury, says the Manchester Guardian, which points out that Japan has definitely replaced Lancashire as the principal surve of imported piecegoods, and there is nothing to show that com petition with Japanese and Chinese milla will not become still more crushing.
The proposals for establishing a large merchanting organisation have been advocated in Manchester | for several years; nevertheless, the greatest value of the report will be to drive home plain but uncomfort- able truths, and reluctant indus- try may at length be driven to re- tion. Reater.

CHANGE OF POLICY.
U.S. ATTITUDE TO NICARAGUA.
FUTURE ACTION,
New York, Yesterday. The present rising in Nicara- qua, and the loss of American lives there, is drawing attention to a great change of policy in re- spect of Nicaragua and Latin America generally, by the Hoover administration, which seems de- termined to make it plain that American business men must en- trust themselves to the laws of foreign countries, and be less ready to appeal for American in- tervention.
It was under the Coolidge ad- ministration that American in- tervention reached its height.
After consultation with the State and Navy Departments, the United States Government has decided that in future armed force will be employed in the Caribbean with marked circum- spection, states the Washington correspondent of the Herald- Tribune. It is believed that this policy will have far-reaching im- portance so far as the relations between the United States and Central America are concerned.
American military strength will be used to protect Ameri- can lives, but will not be involved in campaigns to protect Ameri- can property, although specific instances and changing circum- stances will alter the line of offi- eial action. Nicaragua, or any other Central American country, will be asked to bear the full re- sponsibility for maintaining or- der-Reuter's American Service.
