WRANGLING OVER GOVERNMENT AID.
Many phases of the United States maritime industry were discussed at the fourth annual conference on the Merchant Marine held at Washington. Fol- lowing an address of welcome by the president, Mr. T. V. O'Connor, chairman of the Shipping Board, Mr. W. Irving Glover, the assiet- ant Postmaster-General, spoke on the wrangling within the ship- ping industry over Governmeent aid,
"Let me say with all the earnestness at my command," said Mr. Glover, in cautioning shipping men against dissension among themselves over Govern- ment aid, "that, if the various shipping groups of Britain do not get together and amicably settle their differences before they ap- peal for contracts for mail pay- and I refer to instances where great objection has been made by one line against another with thej thought that a line is receiving more than its fair share of mail money, that this or that trade territory belongs to this line alone, that all seaboard sections of the country shall have a share in the merchant marine plans, and many other reasons too numerous to mention - then the day will fast come when the con- gress will take a hand and make It impossible for a further con- tinuance of the broad and intel- ligent development of the Mer- chant Marine policy of the United States."
Mr. Glover cited the benefits in the way of new shipbuilding which have been deriveed from the ocean mail contracts, and pointed out that in all probability several more contracts, which will carry with them require- ments for further new construc- tion, are yet to be negotiated.
