Of particular interest is the author's almost passion- nic letter on the subject of the Singapore base which he affirms is an Imperial Insurance. letter was written to the Editor of The Times on July 24, 1923, and a further letter was addressed to the same journal on the same subject on October 17, 1923. Following on these two letters, we have later a third on the subject of Japanese ambitions in Singapore, appearing Co., (and as a letter to The Times In April 1924, which carefully and accurate. ly describes the position of Japan, vis-a-vis Singapore, her polisy after the Great War, the economic needs commerce and of Japan, and her industries. Mr. Drage strikes warning note in his concluding passage:

VISIT OF H.M.S. KENT.
H.M.S. Kent, Flagship of the China Station, (Captain Bertram H. Ramsay, M.V.O., R.N.) home ward bound, arrived in Singapore on March 18 and left on March 16. The vessel arrived in Penang on March 17 and leaves to-morrow.

One may appreciate the gravity of these problems, but the Prefer- ence shareholders in White Star Line (who number over 14,800 and
lose even a portion of their dividends or capital) are innocent parties who should not suffer. They invested their money on the Inducements set out in the "Offers For Sale," and since then they have had no part or voice in the control of the company, which has been entirely in the hands of the Ordinary shareholders, that is, the Royal Mall Steam Packet Co. and its Associated and Allied Companies and the directors appointed by them.
In a circular letter dated Decem- bar 31 last the Preference share. holders of the White Star Line have been advised that

The position of the White Star Line, however, seems comparatively clear, and it is the position, intentions, and proposals of the Royal Mall. Steam Packet Go. (the Guarantors) that are of vital Interest at the present time to the Preference ahareholdere in White Star Line.
The present market price of the Preference phares (issued at 216.) of 5s. 6d. to 6s, da suggests that there is a fear of something of a drastic nature being proposed...
As proxies must be deposited not less than two clear days before the meeting, which may be called at Committee seven days notice,& for the protection of Preference shareholders' interests should be formed, for the organisation of (60 large a body as 14,800 shareholders, spread all over the British Isles, takes time, and obviously only a small proportion of that number can be present in person at the meeting.
