"Past and Present," the year book published by tho Osaka Shosen Kaisha, fa an interesting complia tion, giving full records of the company's successes and tribulations | during the 46 years it has been in the steamship business. There are also a large number of graphs gly Ing every detall of the progress of

the company.

The Osaka Shosan Kaisha started in the year 1884 with a capital of 1,200,000 yen and a fleet of 92 steamers, having an aggregate ton of 17,000 tons. The total nage mileage covered by its services then was not more than 8,500, being

practically confined to the western half of the Japanese Empire. The company now has a capital of 100,000,000 yen, and a fleet of 174 vessels of an aggregate tonnage of

over 490,000 tons. It is now con ducting 60 regular services forming important commercial highways of the world, the total length of which more than 305,000

amounts to

nautical miles.

The news that the Dalmuir ship yard is to be closed down at the end of the year has been seriously by the Press and by the country, as was natural. It is a portent that cannot be ignored, and the Dalmuir yard does not stand alone. It is one of a very important group of shipbuilding establish ments in England and Scotland that have suffered keenly since the end of the war from the rapid decline in naval work.

Those firms, which at great coat and with Infinite pains have laid themselves out to build the nation's warships, have, without exception, had to go through a bitter experi- once since 1921 They have had

nine years of ever-reducing work to face, and are now left in a state of neglect, which, rightly viewed in its national aspect, is a serious mattter for the country. Not one of the firms which is entitled to be regard- ed as primarily naval shipbuilders has escaped; all have suffered, and are now left in that state that unless they can find mercantile work to do their coatly plant, premiacs and organisations are useless of their

hands.

The cases of Armstrongs and Vickers will be readily recalled These two great firms, by a procesa of drastic financial reconstruction and complete reorganisation, have managed to change over with some success to mercantile work, but not without great loss to their share holders. Armstrongs still have their fine naval dockyard at Walker-on: Tyne lying practically idle. It would be, indeed, entirely idle but for the Bermuda mali steamer which Messrs. Furness, Withy and Co. are building there.

OIL FROM COAL.

The Cabinet's Unemployment; Committee is considering several Important schemes to stimulate the coal Industry. Discussions have) taken place with the Admiralty, the fron and steel makers, electric

supply companies, and the Dis-

armament Committee of the Trade

Unions Congress.

All the schemes deal with the

utilisation of coal by-products, &c. One proposal is that the Admiralty! should use in all vessels oil ex- tracted from British coal. ́A sub- committee of the Committee of Im- perial Defence is considering this proposal, and the Admiralty has decided on an experiment which, if successful, will have important results for the coal Industry. Nine firms engaged in low-temperature carboniantion have each been given an order to supply the Admiralty with twenty tons of low-tempera-

ture oil extracted from. British coal. This 180 tons of oil is to be used at sea on naval vessels and

put to a thorough test as to suit- ability for steaming and use in existing burnera. This oll, how- ever, cannot yet be bought at an economic price as compared with imported oil. The price to be paid by the Admiralty is £9 per ton, which is approximately 9d. per gallon. The price of imported oll Is 8d. per gallon at the ports, and 5d. when the oil has been tapped and is ready for use.

The

The first conference was called by the Department of Scientific and Industrial Rescarch, but having started the movement the Department has left it to the companies concerned.
