It was announced recently that! the authorities had decided abolish the system of carrying armed guards of British white troops in ships in Chinese waters

It is now disclosed that the Bri- tish authorities only consented to the postponement on condition that the shipowners paid for any white protection they desired until the Indian police guards, Hong Kong and elsewhere to take which are now being trained at

the place of white non-commis- sioned officers and men, are ready for employment in this capacity.

Threefold Charges.

This change of policy, off the part of Whitehall, has aroused the greatest indignation amongst British shipowners trading in Chinese waters, and correspon- dence has passed between the War Office, the Hong Kong authorities, and Messrs. John Swire and Sons, managers of the China Navigation Company.

An official of the company in formed me that the shipowners had to pay not only the ordinary service pay and allowances of officers and men engaged on this service, but also the "non-effec- tive" charges of 5s. 6d. a day per officer and from 23. to 8d. a day per man.

The company, in a letter to the War Office, dated May 6, stated that their reading of the position

(1) They pay their share of the cost of the Army in English income tax at the rate of 4s. 6d. in the £;

(2) They pay second time for that part of the Army detail- ed for the protection of Bri- tish ships and trade on the China coast;

(3) They pay a third time for

. CONTRIBUTORY CAUSES OF

DEPRESSION.

The promise of better trade in the shipping industry in 1929 was not fulfilled and freights began to ease off in the summer. By the

autumn a slump had begun, and this has since continued, states the annual report of the Chamber of Shipping of the United Kingdom 1929-30. Freights, which have been on the average 6 per cent. above 1913, have fallen 28 per cent. in twelve months, and during the last two months of the year were 11 per cent., below pre-war.

Laid-up tonnage, which declined up to April, has risen again, re- presenting serious losses of freight in visible exports, wages of sea- men and dock workers and Indirect losses to associated industries. The loss in seamen's wages alone is estimated to be at the rate of not less than £725,000 per annum. The report, in dealing with the causes of the depression overhang- Ing the Industry, states that, ac- cording to latest available figures, trade has increased paly 10 per cent. since pre-war years, while
