The unofficial members constitute almost entirely of leading Chinese and foreign marchants in Hong Kong, hence they did not wish the community to bear more taxes so as to raise the pay of the Govern ment officials who are paid on the sterling basis. The increase was deemed necessary owing to the high cost of living, but it was argued that since the sterling had a higher. value in Hong Kong on account of the depreciation of the silver dollar, i the offelals were amply compensat ed by the favourable rate of ex change. A convincing argument Was advanced by Dr Robert Kate- wall, one of the Chinese members, who believed that, the Government offices were over-staffed and that there was room for economy.
After pointing out that personal emoluments alone, consumed, $11,- 500,000 per annum which was more than half of the estimates for this year, Dr. Kotewall urged for a re- duction of personnel by reorganisa tion and redistribution of work. In his opinion, there should be more opportunity for native talent. With proper training, many Chinese, Indians and Portuguese would be found suitable for positions now occupied by Britons, Ceylon being cited na an example in this direc- tion.
