CHINESE WOMEN.

Enjoy Greater Freedom To-day.

That present day Chinese women and children are given freedom and protection by the new Civil Code was pointed out by Mra. Y, F. Han, who is now connected with the Legislative Yuan, in the course of an address in Shanghai College, writes Betty Wang in the Shanghai- Times.

Chinese women of to-day Mrs. Han said, have been given wonder. ful chances.

The Civil Code which has been re- cantly compiled contains three very Important articles. The first one stresses the point that anybody is a person, since he or she is naturally born in the country or is in the country for their lifetime. This means that men and women are equal before the law.

Inheritance.

Another article is the one which deals with inheritance. This article prescribes that inheritance is grant- ed to girls as well as to men.

Therefore, Mrs. Han continued, women are now free, but there are several dangers that must be guard- ed against. The first danger is the failure to see the truth when once Woman Is stepping into a large circle. She must pay attention to |everything_she meets.

Opened-Minded Men. "Now women are free. They can do what they were not supposed to do ten or 20 years ago. But they must take the responsibility toct- fully. Moreover, there is no op position on the part of men, who even help women to pave their way to freedom. This is due to the generosity and open-mindedness of

men.

"With no opposition on the part before them, of course, women should show their colours and make of men, and with every opportunity the best use of their chances., How- ever, law is merely an outward form. Its enforcement and effect depend upon the person himself. If there is only law and no personality behind it, it is equal to nothing."

APPOINTMENTS.

His Excellency the Governor has appointed. Mr. Alan Derton Brawn to act as Inspector of English Se ls, with effect from June, 6.

Excellency the Governor has received information from the | Secretary of State for the Colonies }·

that Mr. George Bilsa Lane has been appointed a Vice-Consul for the United States of America' in Heug Kong; that Senor Don Patricio, Smart-Fabres has been appointed as Conaul for Chile in Hong Kong; and that the King's Exequatur empowèr- ing Mr. M. Santiago Liosa A. to act as Consul-General for Peru in Hong Kong has received, hia Majesty's signature.
