Speaking after the launch, by the Fairfield Shipbuilding and En- gineering Company of the paddle steamer Whippingham for the Southern Railway Company, Sir Alexander M. Kennedy, chairman of the Fairfield Company, reviewed the industrial situation.
of
Sir Alexauder, in the course of his speech, said:-There have been three events in the past month of very considerable public and in- dustrial importance. In the first place, the Naval Conference has succeeded in reaching agreement for the limitation of naval ship- building. This agreement is, of
course,
first-class national significance; and sectional interests cannot be allowed to stand in the good. At the same time as a result the prospect of employment on the naval side of our business for a number of years ahead is definitely prejudic- !!.. The prospects on the nier- chant side of shipbuilding are not at the moment very bright either, 4h the immediate outlook in ship- building, therefore, is somewhat depressing.

One noted with a certain amount of satisfaction that he did, in his speech, recognise that a spirit of confidence and enterprise in indus- trial matters cannot be recreated а соп- and fostered if there is tinuance of high public expendi- tare and a prospect of still greater burdens. It has always seemed to incomprehensible how our political leaders go on recklessly public expendi- adling to ture without realising that the in- evitable effect was the creation of still more unemployment.

I have noticed the fear expressed in cer- thin quarters lest the activities of this new corporation would lead to the closing down of yards which form the principal nucleus for em- ployment in their respective areas. Quite obviously, one of the con- siderations to be borne in mind in any reorganisation of facilities is the displacement of labour. I have no doubt at all that the corelation of producing capacity to the pos- sible market demand in shipbuild- ing can be accomplished with little or no disturbance to any particu- lar shipbuilding area; indeed, if it | Wed. is true, as I think it undoubtedly. is, that considerable savings can Thurr be effected by a greater concentra tion of production than exists present, then it should mean more 8, work for shipbuilding and thus
