The Red menace in the districts covering the Kwangtung, Fukien and Kwangs borders is growing serious. The Ad- miral submitted a detailed report of the Kwangsi campaign and the present situation to Chairman Chan Ming-shu. Second Stage.
Our representative learns from the Garrison Headquarters this morning that the Kwangsi cam- paign has reached the second 'stage of its operations. It may be 'mentioned that the first stage was to clear all that section of the country, south of the Upper West River, extending from Wuchow down to the border north of the Lingahan district, of the presence of the enemy troops. This was accomplished sometime ago by the capture of Pakliu and Wat- lumi. The second stage was to capture Kweiping, the junction of the Upper West River and the Kweiho river, and also Kweibaien, which is the junction of the mor- tor road running to Nanning on the west and going northward of Liuchow. As reported two days ago this stage was reached. The fall of these cities from military viewpoint means the cutting off of the communications between Nanning and Liuchow and the north-eastern part of Kwangai.
Retreat of Rebels,
It is learned that after the fall of the Kweihsien city, the major part of the Kwangsi troops re- treated towards the northern direction, that is to Liuchow, That they have not retired toward Nanning was probably due to the fact that in case of further de- feat by the National troops, they would work their way towards Hupeh, and eventually to join up the northern insurgents.
At the present time, the Canton military authorities are studying the question, whether they will either cut off the enemy's com- *munications between Liuchow and Kweilin or follow them up to wards Luchow. Nothing de finite, however, will be decided until a military conference is call-
