Mr. C. H. Riley, chairman of the council, said Fleetwood was the lowest rated urban district of its size in Lancashire. The town was also the main fishing port of the LMS. railway system, it was in close proximity to the prolific fishing grounds on the West coast, was adjacent to the great coalfields of The Motor Vessel; Lancashire, and had the vast popa- lation of Lancashire and Yorkshire within easy reach.
