It is learned that Admiral Takarabe has asked the Government's permission to leave London on April 17. It is understood that the Govern- ment indicated its desire that he should attend the formal signing of the Treaty probably on April 22. It is believed that Admiral Takarabo wants to leave London before signing. for the purpose of avoiding affixing his signature to a document of which the Navy dis- approves.
