At a meeting, held on February 18, of the Board of Reference of the Bai Ho Conservancy Commission, it was decided to abandon the attempt to make a new Bar Channel and to sztab- fish the existing Bar Channel over the

tion of silt
In July, 1929, the Commission's En- gineer-in-Chief reported that unforo- seen difficulties had arisen in connec tion with the costruction of the new channel across the Taku Bar, neces sitating a recensideration of the whole scheme., The difficulties may be briefly restated to lie in the vast accumula. the flats through which the course of the new channel has been plotted; the consequent alteration of the contour lines in the estuary; the return, by wave action during storm, of the silt excavated from the new channel; the weakening of the wood structure of the dykes owing to the ravages of acn-borers known as Teredon, and the risks attendant upon the trans- fer of navigation from the old to the
new channel.
It appears that these difficulties are not insuperable. The unexpected necu- mulation of silt outside the dykes can be prevented from returning to the excavated channel, by doubling the height of the dykcs; the recession of the contour lines can be countered by the prolongation of the dykes; the ravages of the Teredos can be overcome by strengthening the dykes, and the transfer from the old to the new channel can be effected by Incans of a dyke gradually built up across the Deep Hole, but with n re cognised danger that, during this pro cess of transfer, navigation might be seriously restricted or even suspended.
The cost of adopting these remedies would considerably exceed the amount of the loan authorised.
The wisdom of adopting these re medies can only be gauged by the re
sults to be derived therefrom, so that

port by the Commissions' Engineer-in- Chief, the Board 'considered that fur ther expenditure upon the establish, ment of a new Bar Channel would not be justified,
The Committee of Consulting Engin- cers gave expression to the following opinions:-
It is not practicable to make the new channel effective for navigation except at great cost. A new bar would certainly form beyond the end of the dykes which would need large maintenance dredging.
There is no probability that the proposed new channel if executed would provide greater facilitles for navigation and better hydraulic con- ditions than the present channel. And the Commission's Engineer-in- Chief, in his final report on the subject,

The direction of the channel does not appear to have any special ad- vantage. It has an Important draw- hack, its obliquity to the waves:
My firm opinion is that it is bettor to admit this loss than to maintain a direction for the channel which ex- perience contradicts and to continue a work which would very soon entail insuperable difficulties and risks, The Hai Ho Conservancy Board had, therefore, no choice other than to se cept, the first of the three conclusions recommended by the Committee of Con- sulting Engineers, namely:-
No claims will be admitted after the goods have left the Godown, and all goods remaining undelivered after the 17th March, 1930, at 4 p., will be subject to rent.
2-That the questions of the pur. chase of an additional Bar dredger, and of the improvement of the exist ing Bar Channel by other struc tural works be brought up again for construction aftor further study and when circumstances, financial or otherwise, dictate;
3-That the materials used in the construction of the new channel dykes be felt where they are until it is ad- visable to dispose of, recover or to use them in other approved works? for the benefit of the Permanent Bar
Channel.
