Mr. Charles C. Eberhardt of Selins, Kansas, has been appointed by Pra- sident Hoover to succeed H. F. Arthur Schoenfeld as Minister to Costa Rica. Eberhardt was formerly minister to Nicaragua in going to Costa Rica, Eberhardt continues a diplomatic ser- vice which began in 1904.
