AMERICAN COMPROMISE

Washington, Yesterday. The question of strengthening the Kellogg Pact in order to mee: the views of France, is engaging the attention of the Government.

Responsible officials of the State Department disclaim any know. ledge that such a proposal bas

been made to the White House, but It is understood that Mr. Stimson has been in constant communica- tion with President Hoover on this subject for the past week.

It is learned that Mr. Ilouver favours meeting the French half way, but he is apprehensive of the effect of soch a step on the Senate. Mr. Hoover is anxious at all costs to get any navar limitation treaty concluded in London ratified by the Senate, and in view of the fact that only five of the Kellogg Pact signatories are represented at the London conference, It might give an unfavourable impression if one of these Powers tried to change the Kellogg Pact.-Reuter's Ameri- can Service.

JAPAN'S ELECTIONS Minseito Party May Win

INTERNAL STRIFE

Tokyo, Yesterday. Contrary to weather forecasts, the second general election since the institution of manhood suffrage Is being conducted to-day in bril- liant sunshine.

There is a total of 843 candidates, of which 357 are Minseto, 306 Seivukal and 93 Proletarians, addition there are 87 Independent candidates. Four hundred and sixty-six scats are being contested, and it is generally expected that the Minscito party. will wip, although it is questioned whether a clear majority will be obtained.

The-Proletarians are expected to poll many more votes than in the 1928 election, although It unlikely that they will win more than 12 or 15 seats owing to the bitter internal strife between the left and right wings. This has resulted in the candidates Aghting each other in- stead of concentrating against the other parties-Router.
