A committee representing the Chamber of Shipping, the Aasocia- tion of British Chambers of Com- merce, and the Federation of Bri- tish Industries has completed a comprehensive report on schemes of port development which might, it is suggested, be undertaker with Government assistance in order

to relieve unemployment. The re- port anya that in principle the ship- ping industry is opposed to State ald to trade and Industry, believing that the interests of the country are best served by leaving the develop- ment of such undertakings to normal economic and commerient stimulus, but the ports stand on a different footing and the assistanco of the State might be given for the purpose of carrying out promptly wise and provident improvements, especially as the Government regard the unemployment problem creating an exceptional state of affairs.
