ADMIRAL'S DEFENCE
OF NAVY
NATIONAL SECURITY: A BASIS OF AGREEMENT
CHATS WITH MR. HOOVER
At a meeting of the 1912 Club hoid recently in London, Rear-Ad- miral A. E. Taylor give an address, in the course of which he said he was very easy at the attitude which Mr. Ramsay MacDonald and his Government were taking up to- ward our first line of defence, and concentrating on that, and that alone.
The League of Nations disarma- ment clause stated as a definite basis for reduction of armaments, the re- duction of naval, military, and air forces to that level which will en sure national safety. "Would it not be a just and equitable thing," he asked, for us to say that any further reductions in our naval forces will be contingent on a pro-

"We are entirely in the dark ns to what the Prime Minister has com mitted the country to in his con-

and the American Ambassador in |London, but one thing stands out quite clearly, and that is that he has agreed that the United States shall have a navy in all its branches of an equality with us. Often I have hoard people who ought to know better state that we accepted the basis of equality at Washington. We did nothing of the kind, we ac cepted equality in heavy ships only Heavy ships and cruisers have very different functions to perform, and whilst we could agree to an equality Straits, Colombo & Bombay,

No Logical Argument. "The United States cannot give a logical argument showing that there, is an equality of national reapon- sibility between us, and as far as international responsibility is con- cerned that is the one thing Amer- ica will not undertake. My point ls that all this talk of equality is wrong and that countries should state what their needs are for na- ilonal security and endeavour to bring about a solution on that basis
"It le fatuous for a politician or any layman to dogmatise on such a difficult and complicated matter. Material and scientific developments affect the naval tactice, and as these are continually changing and pro-

"Lord Jellicoe stated two years ago that we required 75 cruisers, of which 25 are required for work with the battle fleet, leaving only 50 to safeguard 20,000 miles of trade

JILTED SWEETHEART'S REVENGE ON FICKLE LOVER
of
"RED". DOCUMENTS
Through having another sweet. heart, an ex-member of the re organisation committee Labour Union in Shanghai was ar- the rested after his first one had told the police that he was in possession of a quantity of documents, litera ture and books of anti-Kuomin- tang nature, and was also a leading communist,
The woman told a C.P.C. who was on duty at Taku Road at high noon recently, about her friend's habits, and the policeman with two others went into No. 1330 Avenue Edward VII where after finding the documents, then saw somebody run out of the house. They gave chaso and arrested the man with the as- sistance of another police constable. The informant was also taken to the police station where she was detained as a material witness.
Later other policemen visited the house and a quantity of anti-Gov- ernment documents was seized. The prisoner was charged with offences against the international security of the state, but refused to admit that the documents were his, offer- ing a plea that the informant had planted them on him so that he would be arrested.
Judge Sun, and Mr. Meinhardt, Senior Consul's Deputy who were
sitting adjourned the саве for further inquiries to be made and ordered the informant to be detain- ed.
The Venerable E. E. Holmes, Archdeacon of London, and Canon His of St. Paul's, has resigned. work has lain almost entirely in the East-end.
