London, Yesterday.
The British reply to the French Naval Memorandum says that it will not conduce to the success of the conference if the various Governments have entrenched themselves beforehand in positions) based, perhaps, on misunderstandings from which they could not recede, and says that the consideration mentioned in the French Memorandum were such that the League Covenant, National security, etc., would naturally be borne in mind by all the dele- gates at the London Conference.

The reply places considerable trust in the fact that 56 countries have renounced war, and declares that unless a beginning in naval reduction is held justified by the measure of security already achieved through various post war treaties, the public will be dis- appointed by a tendency towards the expansion of arms, which is only too evident already and will develop and the nations seek security in military preparations.-Reuter:
