Moscow is ever alert to foment strikes.
The October number of "Inter- national Presa Correspondence" gives a full report of the proceed- Plenum of the ing at the Tenth Executive Committee of the Com- munist International at Moscow.
During the course of the proceed- ings rulea for strike leaders were laid down by "Comrade" Lozovsky. After analysing the differing types of strikes he said:
