We have assumed that consump- tion in 1929 will amount to not less than 820,000 tons, and that shipments will not exceed 850,000 tons; it fol- lows, therefore, that during the second half of 1920 world stocks probbaly will be increased by less than 30,000 tons. At the end of last June world visible stocks, excluding atocks on estates, amounted to about 158,000 tons; therefore at the end of this year they should amount to loss than 188,000 tons; but it has been shown that in 1930 stocks may be reduced to the extent of 79,000 tons which would teava at the end of that year a stock of 109.000 tons or less.

It must be borne in mind 'that even when an acute shortage forced the price up to over 43. Ed. in 1925 the total stocks in the USA., the UK. and Eastern ports were never redue- ed below 56,000 tone.

It is obvious that any major alteration in the statistical position, such as a decline in consumption, would entirely nullify the arguments. It is for the reader to decide what likelihood there is of the theories becoming realities, or to what extent they may be fal sifted, or, if they are only wrong in part, to what extent the result arriv ed at will be affected.
