PHILIPPINES MENACED
American Policy In The Pacífic
POTENTIAL THREAT
The Difference Between Word And Deed
NAVAL LIMITATION
The Philippines, under American sovereignty, constitute a monkey wrench in the elaborate machinery being devised for naval armament limitation. So contends a Japanese writer who declares thut, so long as the archipelago remains in its present status-"as part of the American Empire"-true limitation or reduction of naval armament will not succeed.

Women Bound & Gagged By Robbers
As reported in yesterday's issue of the "China Mail," a robbery took place at Man Cheong Street, Sham- shuipo, early yesterday morning, in which five men, four of whom were armed with knives, participated. Money, jewellery and clothing were stolen. We are now informed that the total value of the loot, is placed at $118. A woman occupant of the house stated that she was aroused by a knock at the door, and on opening it was confronted by-five imon brandishing knives. One said that if she did not keep silent he would knife her. Three other occu pants of the house, besides, the wo- man, were then bound and gagged by the men, who proceeded to ran-
