In her desire to be modern. Nationalist China is intending to build an up-to-date navy. Britain has been approached to help her, and a Sino-Bri- tish naval agreement has been signed by Sir Miles Lampson and the Nanking Governmen! by virtue of which a modern - navy will be built for China under British direction. British naval mission is to come to China for the purpose of giving instruction in naval matters and assisting the Chinese in developing a pro- per fleet, while Chinese naval cadets are to proceed to Eng land and serve Д certain period in British war vessels to gain modern naval experi

ence.

HISTORY REPEATED History is thus repeating itself in the Far East. When China wa yet under the Manchus, some forty years ago, Britain was asked by the then Son of Heaven to build

a navy for the Chinose.

An agreement was concluded and

a tidy little fleet 'came into being,

so that when the Sino-Japanese war broke aut China had a fleet superior to that of Japan.

A few years before this conflict, however, the position of the Bri

tish instructons became difficult to maintain owing to Chinese jealousy, and the British personnel resigned in a body.
