NEED FOR A GREATER TRADE FREEDOM
REDUCTION OF TARIFFS

In a speech at Edinburgh last night, of President of the Board of Trade, Mr. William Graham, emphasised that na reult of the agreement reach at The Hague, Italy guaranteed to order one million tons of coal per year from Britain for three years at best British export prices. This was new business and it was hoped it would be the means af enabling coal exporters to re-estab fish themselves in other parts of the

General Plan
The plan at Geneva had been to secure agreement that, for a certain period ahead all countries would agree, at least not to raise existing tariffs. The next step was to secure as much reduction of existing tariffs as was possible.
That might be achieved by agree- ment between individual countries, ar in groups of commodities, such as agricultural implements, which link ed factory and field. A declaration at Geneva had been made after the Intrachange of views with Empire re- presentatives, though they were not, of course, bound by the statement of the Governments' case.
There was no suggestion of Euro- pean federation or agreement by way of retall or counterblast to the United States of America. Polley of that kind could baly be a great work in which the Prime Minister was now engaged in America.-British Wireless Service.
