Canton, Yesterday. After the cancellation of local Bureau of Foreign Affairs which took effect from yesterday, and of the Provincial Bureaux of Foreign Affairs, which will take place at the end of the year, new regulations issued by the Ministry of Foreign

Affairs will govern the procedure between the local authorities and foreign residents in China.

Hereafter all matters relating to foreigners will be dealt direct by the Central Government. Local Governments are not allowed to have any direct dealing in matters relating to foreigners, nor must they establish offices similar to Foreign Office Bureaux, so as to avoid any complications.

All matters relating to foreigners, which do not come under the jurisdiction of the judiciary Courts. are to be treated in the same man- ner as those pertaining to citizens of China.

All matters, which do not concern

diplomatic affairs, such as commer- cial transactions, leaseholds, title deeds, travelling passports, and the protection and control of foreign residences or related matters, are to be dealt with by the Special Office of the Municipal Government, or by the Office of the Magistrate where there is no municipal government.

In case of foreign complications arising within their jurisdiction, the foregoing offices should submit the same to the Ministry of Foreign Affairs, which may, however, order them to take up the matters, if necessary.

All matters relating to foreigners which have not been adjusted and left over by the local Bureaux of Foreign Affairs must be transmitted to the Provincial Bureaux of Foreign Affairs. But after the cancellation of the Provincia! Bureaux, such matters as left over must be handed over to local judi- ciary Courts to be dealt with accord- ing to their nature of the matters.
