A former President of the

Court, Judge Loo Hsing-yuan's policy was regarded as one of co- operation with the local Consular Body. He successor, Dr. S. C. Ho, was aucased of pursuing à policy in which Chinese political influences were allowed to per- meate the Court's functions. The carcers of both were short-lived. Judge Loo was peremptorily dis- missed from ofice and censured by the National Government for his so-called laxity in dealing with' cases with a 'communist tinge. Dr. Ho's resignation was, according to his statement, antely actuated by a desire o retire, owing to over work.
