The Government has decided to hold air manoeuvres on a large scale in the northern zone of Chile. Arica, Iquique, Antofagasta, and Copiapo. It is expected that over one hundred modern planes will take part, making use of the most recent developments in. aircraft science, among them being the central control of ships by means of radio, the dropping of machine- guns and sharp-shooters by means of parachutes, etc. This oppor tunity will also be used for the making of aerial surveys of the nitrate region.

They have provided an excellent argument for a postponement, even by the most friendly foreign Powers, of any change of the existing system of extraterritoriality.
Nothing they have done in recent years has been botter calculated to stiffen the attitude of foreigners who, still have privileges and properties in China to defend.
