"A separate post of Master of the rescue tug disappears as the duties will be performed by one of the additional Boarding Masters."

The Points at Issue The points at issue three:
(A) Twin or Single screw. (B) The appropriate qualifica- tions of the navigating Oficer.
(C) Diesel or Steam power.
On these questions the follow ing notes have been supplied by experta:-

(A) Twin or Single Serew On the question of twin serow, the following comments are made:-
(1) The Kau Sing' resembles very closely the Admiralty type of rescue tug which, developed during the war, proved their serviceability then and subsequently all over the world, and as recantly the latter part of 1929 two of these tugs brought the pontoon for the large Admiralty Floating Crane from Bri- tain to Singapore.

"I think that if there was an experienced Master permanently on the 'Kau Sing' this would help as it would give the Officer an oppor- Lunity to know his vessel."
A Naval Opinion
The local Press also, at that | time, commended in enthusiastic articles and headlines the work accomplished by the tug.
Appreciation in the Legisaltive Council
The appreciation of the Chin-. ese community was voiced by Sir Shou-son Chow in the Legislative The Chamber is indebted to Council Budget debate on Novem- Commodore R. A. 5. Hill, R.Nber 4, 1926, when the Senior Un- for the following note as to how oficial, Member representing the the two Naval Yard single screw Chinese community said: tugs handle:-

"The Tag Masters state that they. personally, prefer single screw the harbour work on which they are normally employed in Hong Kong,
"They wore unable, owing to lack of experience, to give an opinion on the subject of Diesel versus steam power
(B) Qualifications of the Navigating Officer
On the question of the quali- fications of the navigating officer of the tug, the experts state:-
(J.)-"Due to the ever rutiging conditions of wind, Bca, tides and currents, to the many conflicting re-

quirements of work for almost any type of vessel, shin design is always a matter for compromise and the art of seamanship must always supple- ment that of design, the more so as the services are more and more con- ticting.
"Tug boat work is seamanship of a highly specialised kind requiring both the gift and experience. The arrangement which obtains at pre-
sent of sending off one of the Har bour Office officials in temporary coto mand of the Kau Sing as cecasion arises is neither fair to the Master nor to the vessel, and before she is to be regarded as unsuitable she | ***
should be continuously employed for a perion of at least twelve months under the command of Master who has had experience of handling small high powered vessels under such con ditions as are to be found in and outside Hong Kong Harbour.
(II)"As regards the handling, the whole question hinges on the man who is trying to handle the tug. It is perhaps not generally un- derstood that a good tug master is a man who is specially trained as such, coupled to a natural aptitude, Having a deep sen master's, or mas ter's B.O.T. certificate does not make a man a tug master; many of the most expert tug masters at Home do not hold such a certificate.
