When a Chinese was this morning charged before, Mr. E. W. Hamilton, at the Central Magistracy with re- tuning from tanishment, it was men- Itioned that he had committed a similar

offence last year.

Examining the accused's nishment warrant, the Magistrate said that in August last year accused was sentenced to 12 months md 24 strokes and as it is now only June, he inquired how it was that acewed was let out before. the term of his imprisonment had ex- pired.

Sub-Inspector Vincent replied that perhaps he was sent away earlier- on account of congestion in Victoria Jail. Mr. Hamilton: Then what is the ns of a Magistrate passing sentence?

Inspector Vincent: It may not have been due to ongestion in this case.
